What a setup fee covers

It is real work, not a junk charge, but how it is priced varies a lot.
The question to always ask
When comparing providers, ask directly: is there a setup fee on top of the monthly rate, and what does it include? Two providers quoting the same monthly price can have very different first-year costs once a $2,000 setup fee is added to one of them. Get the all-in first-year number, not just the monthly.
Providers that waive it
Some providers, particularly fractional HR firms focused on small business, roll the initial audit into the first month rather than charging separately. This makes the first-year cost cleaner and lowers the barrier to getting started. It is worth asking for, because it can save you $1,000 to $2,500 upfront.
